I'd have to say...
Turks and Caicos, But you have to get away from Grace Bay and get out to Northwest Point and West Caicos - Great mixture of walls and well crittered flats.
LIttle Cayman - Bloody Bay Wall - 'nuff said.
St Croix - Salt River Canyon for walls, but the west (leeward) side, Fredrickstadt, offers some good coral garden and wreck diving. Fredrickstadt Pier (the old one, not the new cruise ship Pier), is a great critter dive day or night.
